Mirroring is not rotating
Flipping produces the mirror image: left becomes right, or top becomes bottom. Rotating turns the picture around its centre. They are easy to confuse in conversation and completely different in effect — a rotated portrait is still the same person facing the same way, while a flipped one is facing the other way and has their parting on the wrong side.
Both are lossless. Pixels are relocated rather than recalculated, so a flipped image is exactly as sharp as the original with no re-encoding penalty beyond saving the file again.
When you actually need it
Front-facing cameras are the most common reason. Many phones save selfies mirrored, matching what you saw on screen rather than what a bystander would have seen — which is why text in the background reads backwards. Flipping horizontally restores reality.
Beyond that: iron-on transfers and vinyl cutting need mirrored artwork because the design is applied face-down; layout work sometimes wants a subject looking into the page instead of off the edge; and matching a pair of images to face each other is a routine design fix. What flipping cannot do is fix an upside-down photograph — that is a 180-degree rotation, and flipping it instead leaves you with a mirrored mess.
